Its because Tupac recorded more material than Biggie did, Tupac used to go to the studio and record 3 songs a day. So he has loads of unreleased acapellas and songs.

Seriously, I think it’s because Pac is more positive, more earthly and speaks to more people… He’s more iconic then Biggie, more entertainment if you know what I mean. Also Biggie is too explicit for some people.
Biggie at the mic was better, but Tupac had more personality.
